The Legacy of Level Modulation
It is critical to distinguish the legacy "Risebell" cards from the contemporary "Ryzeal" archetype. These are two mechanically separate groups.
The original Risebell monsters (WIND/Psychic) form a defunct legacy series focused on Level modulation'?increasing a monster's Level to facilitate generic Synchro or Xyz Summons. This strategy lacked internal consistency and has been superseded. The modern, meta-relevant strategy centers on the "Ryzeal" archetype, which uses a completely different mechanic of restricted Rank 4 Xyz Summons. This analysis focuses *only* on the legacy "Risebell" cards as requested.
The core card. On Special Summon, it targets one monster and increases its Level by up to 3. This was the primary tool for bridging Level gaps for Xyz Summons (e.g., turning a Level 4 into a Level 7).
A Quick Effect to increase a monster's Level by 1. Conceptually, this was designed to disrupt an opponent's Xyz Summons by changing their material's Levels, but it was often too slow to be effective.
A Pendulum Monster (Scale 2) with a Pendulum Effect to increase a monster's Level by 1 once per turn. Its monster effect is purely flavor text, describing its relationship with its sister, Saambell.
The "Risebell" cards had no internal combo lines. Their function was to enable generic summons using external support, like the full collection of legacy cards. A common application was accessing Rank 7 Xyz monsters.
Start with a Level 4 monster on the field. Activate the powerful (and Limited) Quick-Play Spell Emergency Teleport.
Use Emergency Teleport to Special Summon Risebell the Star Adjuster from the Deck. Its effect triggers, targeting your Level 4 monster.
Choose to increase the Level 4 monster by 3, making it Level 7. Now, overlay your Level 7 "Star Adjuster" (who is also Psychic) and your new Level 7 monster to Xyz Summon a generic Rank 7, such as Number 11: Big Eye.
As a legacy toolbox, "Risebell" did not have an in-archetype boss monster. The end goal was simply to summon a powerful generic monster that the opponent couldn't out.
The core "Risebell" cards are unlimited, but their key enabler is Limited.
Meta Implications: The deck itself has no meta relevance. The limit on Emergency Teleport was due to its generic power in many other (and modern) Psychic strategies, not because of "Risebell." The legacy "Risebell" cards are all unlimited as they see no competitive play.
As of the current TCG format, the Risebell archetype is entirely unrestricted, allowing it to operate at full capacity.
